Second Agreement Concerning Amendment to the Agreement on Trade in Services of the Mainland and Macao Closer Economic Partnership Arrangement

With the aim of further deepening economic and trade cooperation between Mainland China and Macao, accelerating the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and promoting the appropriate diversification of Macao's economy, creating more favorable conditions for the integration of Macao's business sector into the national development, Mainland China and the Macao Special Administrative Region signed Second Agreement Concerning Amendment to the Agreement on Trade in Services of the Mainland and Macao Closer Economic Partnership Arrangement on 10th October 2024. This Amendment Agreement has implemented starting on 1st March 2025.

Regarding the telecommunication services, this Amendment Agreement further relaxes the admission criteria for Macao service providers, facilitating their expansion in the Mainland China market. The specific commitments consist of eliminating the requirement for three years of substantive commercial activity for Macao service providers; prioritizing support for Macao service providers in providing Internet data centers, content distribution networks, Internet access services, data processing and online transaction processing, as well as information dissemination platforms and delivery services in the information services sector (except for Internet news information, Internet publications, Internet audiovisual services, and Internet cultural operations), data protection and processing services in pilot cities such as Beijing, Shanghai, Hainan, and Shenzhen, with no restriction on the percentage of share capital held by the Macao investor. Additionally, Macao service providers are allowed to sell phone cards in Mainland China that can be used worldwide but cannot be activated in Mainland China.

Regarding the liberalization measures for the sale of phone cards in Mainland China, Macao service providers must notify the Post and Telecommunications Bureau before the commercialization of the phone cards begins.
