Remarks: 
1. In order to encourage the efficient use of primary allocated numbers, public telecom services operators may voluntarily develop their own secondary numbers allocation plan and distribute numbers to users accordingly. Moreover, operators have priority to utilize some number ranges for their own network systems. 
2. Since DDI numbers are allocated in “block” in secondary allocation, therefore, if users decide not to utilize the special numbers in their allocated block(s), declaration should be given. The declaration should then be sent to the public fixed telecommunications services operator who will, in turn, submit the document to DSRT for verification purpose. In case users change their mind and would like to utilize the special numbers in their allocated block(s), they should inform the public fixed telecommunications services operator and pay the respective utilization fee.
